Ukraine still struggles with the legacy of the Soviet Union in the field of the care for the most vulnerable social orphans: the disabled children who live inclosed in the so called level 3-4 internats. Through an intensive cooperation between Dutch civil society experts and their Ukraine NGO counterparts impressive changes has been reached in cooperation with the ministry of Social Policy of Ukraine.
